I just got the Loot Island set at Toys R Us today. Here you can see it on a baseplate. The only thing missing on this picture is the crocodile. To answer your questions:
Yes, the cannon does shoot! Just like the classic pirates.
No, it does not come with a baseplate, but it does come with a formed island piece.
How much is it? $20
Do I like it? Yes, Iove it. Of all the pirate sets, I think this is one of the most worth the money.
